The manner in which borrower/grantees (BG) and donors work in a joint effort to design agricultural projects is identified as a critical component in the design process. Many of the criticisms and implementation problems of foreign aid can be traced back to the lack of collaboration between the BG and donor. Three administrative steps are discussed which encourage a more constructive interaction between all important parties during the design of agricultural projects. An appeal is made for incorporating an analysis of collaboration into project evaluations.
