Abstract

Intelligent behavior requires being able to acquire information and to use it to make and implement effective decisions. In exploring ways to help organizations function intelligently in crisis situations, a group decision support environment has been developed and a set of crisis planning tools designed. Intended to complement strategic planning systems, these tools are expected to help planners develop and communicate an understanding of high-priority issues so that intelligent decisions can be made and implemented during crises. The paper characterizes intelligent organizations, defines organizational crises, discusses the consequences of crises, and presents a crisis-management framework. Finally, the use of the tools is illustrated with a crisis planning case.
